Nevada counties do not have home rule and, therefore must work collaboratively with the Nevada Legislature to delegate the authority to counties to provide essential services to its constituents. NACO actively works with its membership, local government partners, private industry and the Executive branch of State government in collaboration with state legislators to enact new laws or amend existing state law that will result in a positive influence on public policy and optimize the management of county resources.

This process, more commonly known as lobbying, is a major role of NACO given the changing economic and political landscape of the state as it continues to grow in population and the needs of its constituents evolves accordingly.
